how do I add contacts to a new group?

Clarify your question. What might you mean by the term "group?" It is not a
term that has any meaning.

What you're seeing is perfectly normal behavior. Each group on the navigation pane is a container for links to contact folders, not a container for contact items. For example, the My Contacts group has a link to your default Contacts folder and to any other folders in your mailbox or .pst file. Any new group that you add to the navigation pane will have no folder links under it unless you drag a link there from the My Contacts group, for example.

In any case, I would suggest that you organize your contact items with categories rather than by refiling them into separate folders.
