How do I add a drop down menu to Frontpage 2003?

I created the menu in Fireworks, then exported it to Frontpage 2003 and I
can't seem to insert it. Does anybody know how to insert drop down menus?

Did you export it as html? Open the exported file, select the code, copy and
paste into the files you want, or use "include page" feature.
