how do i add a banner to something i typed

I am creating a certificate and I am trying to include a banner around it,
how would I incorporate the banner into this file?
 
If you mean a "border," select all the paragraphs you want enclosed,
and click Borders and Shading, and set the parameters you want.

If that's not what you mean, please explain.
