How do access my archieve email

I went to >file>open> Data file> and got access denied.

How can that be when it is my own email?

Check if the read-only attribute is set on the file. If not, check the
file's access permissions.

You have to make sure it is located in it's default location and then do as Russ posted to open. It has to be in the Outlook pst files on your C:\ drive

In plain English it has to be in Outlook for it to be opened not in any other location

I'd disagree with this. PSTs can be any Windows folder in which the person
can write files.
