How Can VPN work over an ISP?

I've been trying to get a win98 to connect with my win2000 over VPN and
it won't work.

Win2000 is acting as the VPN-Server and connects over a DSL card.

Win98 uses an analog modem and tries to contact the Win2000.

Win98 wants to know the IP of my Win2000. But with each connection I
see with ipconfig that the IP nr has changed.
-or-
Win98 wants to know the telephone number of my Win2000 machine. My
Win2000 does not have a telephone number.

Can this work?

Can this work?

Not easily. You have to use a dynamic IP translation service, and
even that may not work with all VPN clients. It's as if you kept
moving everytime your mother tried to send you a letter. It always
goes to the wrong address and you don't get it... :)
