how can the send / receive at start-up be disabled?

My preference is to open the program and then send and receive a bit later.
there are several reasons for my choice but the main one is that if there is
anything huge in 'the mail' or whatever, i'm not able to access my calendar
and other features until the mail problem is solved.

In order to have Outlook not perform a send/receive at startup, you must
disable the send/receive interval. While viewing your Inbox, press
Alt-Ctrl-S and uncheck "Schedule an automatic send/receive every". You'll
then need to click Send/Receive on the Standard toolbar when you want to
perform a send/receive.
