How can I use a quotation without it formating the next character

When I use a quotation and type in the next character, it formats the next
character to be something like Ü instead of cpaturing the quote I just
entered. Can I turn this off .... it is very annoying.

You have enabled an international keyboard layout. Go to Windows Control
Panel | Keyboard and select a US layout instead.

I have a "Standard 101/102-key or Microsoft Natural PS/2 Keyboard" . there is
no option available to disable an international keyboard.

States). This tab is also accessible from the Regional Options dialog.
