how can I upgrade my device version from ce.net 4.1 to ce.net 4.2 ?

I urgently need this upgrade. Also is it necessary to pay license ?

Contact the device manufacturer. There's no off-the-shelf Windows CE of any
version that you can buy in a store. The OS is developed specifically for
the hardware in your device by the device vendor.
