Right click Desktop, select Personalisation > Window Color and Appearance >
Open classic appearance properties for more options, and click any colour
scheme other than Aero ( don't select Aero).

It doesn't make a big difference whether you have Aero on or not because
with Windows Vista Basic, the taskbar looks the same. The windows aren't much
different except the three buttons on the right edge of the title bar.

Wouldn't it run faster with Aero on because it is using the 3D cards
acceleration features? That's what Microsoft says anyway. The GUI runs
faster woth Aero on if you have a good 3D card.
