how can I turn off scientific notation

I am using Office 2000. I have some Excel spreadsheets that I have to save as
msdos csv's and when I enter a value like 623E03 it is converted to sci
notation. I have formated the cell as text and saved the document as msdos
csv type and when I reopen it the value is converted back to Sci notation
6.23E05 with a value of 623000. Can the Sci Notation be turned off.

AFAIK, no, but if you use the Text Import Wizard, you can, in the third
pane of the wizard, specify that the column is to be imported as Text,
rather than General.
