How can I stop Text shifting when the browser Window is resized?

I have tried using tables to structure the layout, but the effect is still
the same. When the browser window is reduced in size, the web page text is
compressed and pushed down the left hand side of the page. Any other
suggestions?

Not if you set the tables to a fixed width of say 750 pixels.
