How can I stop Outlook 2003 automatically starting in Safe Mode?

Outlook 2003 (installed on 2 Terminal Servers) is automatically attempting to
open in Safe Mode. If you select "no" then no functionality is lost (and the
next time you start Outlook it will not prompt to start in Safe Mode - but
the one following will), so at the moment it is nothing more than an
inconvenience for every user who logs into either of the 2 servers.

I have checked and found no disabled items so am unsure what is causing the
problem - any suggestions welcome as the online help offers not much else.

have you tried to repair you pst file with SCANPST.EXE?
