How can I stop all numeric entries from being devided by 100?

In a new and existing sheets, all numeric entries are being devided by 100.
Tools-Options-Edit-Enable automatic percent entry is turned off.
 
go to

tools-options-edit and uncheck "fixed decimal places"

Tools>Options>Edit, uncheck the Fixed decimal box
