I believe the Junk E-mail feature of Outlook 2003 works with non-Exchange
accounts. What type of account are you working with (POP3, IMAP, ?)?

Outlooks Junk mail feature does not rely on Exchange Sever. Not sure of
your version but to configure it in Outlook 2003,
TOOLS..OPTIONS..PREFERENCES.. Click the Junk E-Mail button.
