How can I set one of root usb 2.0 port to work as usb 1.1 only?

I connect a usb 2.0 hub to a usb 2.0 root port. It automatically connect at
high speed. If I want the usb 2.0 hub work at full speed(usb 1.1), Is there
any way to set the root port work at full speed? Thank you very much!
 
The root port itself has to be USB 2.0 compliant. To see if yours is, go to
device manager and check if you have an "Enhanced" usb controller.
 
Thank you for your kind help. My PC have one Enhanced usb hub, four usb1.1
hub and total 8 ports. Is there any way to set only 2 ports to fixed use
usb1.1 hub only?
 
Basically, you want to slowdown 2 USB ports to 1.1 speed only is what I
surmise. No, it don't work that way. Its all or nothing for the enhanced
hub drive which governs all 1.1 hubs that are 2.0 capable. Why do you want
to slow down two ports?

Because I have 8 usb1.1 devices in the system. I have purchased 2 usb2.0
hub. It sometime got problem. After I set the motherboard to disable usb2.0,
the problem are gone. I think the TT inside the usb2.0 hub cause this
problem. I also can insert a usb1.1 hub between root port and usb2.0 hub to
solve this problem. I just want to know whether software can be set.
