How can I set default signatures with Registry or command in outlo

Morning, everyone, I want to let all users use the same signature when they
open Microsoft outlook98 & 2000. But some users have several signatures in
their Microsoft outlook. How can I do to make all users use the same
signature?
Any suggestions are appreciated! Thanks!
 
Are they using WordMail or the built-in Outlook editor?
