How can I set a default Subject line?

How can I set a default Subject line in Outlook 2003? Or alternately assign
the text I want to use for the subject line to a keyboard combination.
Autocomplete does not seem to work in the Subject line.

Create a custom form or a template or use a third party addin called
ActiveWords
