How can I send pictures inside an email?

Running Outlook on Windows XP. If I insert pictures inside an email, they
transmit as attachments. If I forward an email that has pictures viewed from
within the email, they transmit as attachments. Where do I change these
settings? I thought I tried everything. Two days ago, by turning off my
virus software, I thought I had fixed it. Today the same thing is happening.
Everything I send inside an email, goes over as an attachment. Frustrating.

Any help would be appreciated.
