How can I save changes in keyboard assignments?

I make changes in assignments for InsertNewComment (to ctl-shift-i) and for
demotetoBodyText (to ctl-Shift-D).
In the past, assignments persited were made in Normal and persisted between
exits from Word.
Now they do not.
How can they persist?
Also, "delete" does not work for selected text.
