How can I run SQLite on XP?

I have an application which creates a 150 MB file in SQLite 2.1
format which I want to edit.

Is there a way I can install a utility (that is relatively simple!)
on Windows XP which will allow me to edit this file?

Could Access do it? (I have got Office 2000 Pro.)
