How can I report a bug to Microsoft , regarding Windows XP ?

'bugs' directly to MS.

Ok :

My computer -> choosing A:\ drive (Floppy Disk) , mouse right click ->
Format -> When choosing a volume label greater than 11 letters , it
*first* formats the diskette and *then* tells that the Volume label is
invalid .
One should not know that (that a volume label's max. length is 11
characters) ,
and the user has to know that *before* Windows XP starts formatting the
diskette .

so when your system hangs uncontrollably, and the only place u can boot from
is a floppy?? what then?
 
I know it is , but why don't let the user type the Volume label correctly
first ,
and *only then* format the disk , instead of formatting the disk *first* ,
and then tell the user that he/she doesn't enter the volume label correctly
?

Well , while formatting a diskette , Windows XP does not warn the user that
he/she has to enter more than 11 characters .

I am not talking about me , I am talking about every simple user who doesn't
know that - I recommend to block the user from entering more than 11
characters for Volume label *before* formatting (but in the format diskette
window) . Block by making this textbox 11 characters max .

All systems should bootable from a CD if the boot sequence via the BIOS has
been set correctly.

Yes the label is limited to 11 characters.

Label and Formatting are actually independent of each other, users are mislead by their dialogs being not independent. This has been waiting for 12 years for a correction - may be it will eventually get fixed...

BTW, it seems your clock is wrong; the error must be in your TOG (Time Offset from Greenwich), that you set to -0200: that value matches no country AFAIK, so I guess you are actually writing from US Pacific coast (-0700), which would explain the 5-hour error. This seems confirmed when comparing the clocks in the dependent messages of this thread (if in Outlook Express, hit <Ctrl><F3> in a message to see its source): clocks of Will Denny, Jim, philb, seem coherent with each others, only yours is incompatible.
