how can I release the permissions in Frontpage?

Our small business webpage was designed in Frontpage 98 and updated there. I
send changes to the co. that hosts the site.
We got a new computer and I installed Frontpage on that computer, but I am
not able to copy and move the old site to the new computer. Right now, I have
the site saved on a Zip drive, and moved the zip to the new computer. I can
see the files, but Frontpage keeps asking for adminstrator name and password.
I went into the properties and made sure it was NOT read-only and that the
files can be shared. I also copied the entire web and files into a shared
filed folder, but Frontpage can't seem to access that either.
The admin name/password on the new computer won't work and I have no
recollection of ever creating an admin/password on the old computer. When I
go to "tools" in Frontpage, the "permissions" tab is not accessible.
I'm really lost trying to get around this one!

to clarify further, I have tried just creating a NEW web, importing the old
web, opening a web and hoping I could copy the old files there, etc. Each and
every time it asks for the admistrator user name and password.
I know the administrator name and password for the computer itself, but not
for Frontpage if indeed there can be an administrator. I'm the only one who
has ever used this program, so I'm stumped.
