How can I receive forwarded messages in Outlook?

I cannot receive forwarded email or pictures. The forwarded text arrives as
an attachment that cannot be opened because I do not have the correct "form".
What settings do I need to change to facilitate receiving the entire text
and/or pictures of a forwarded email?

What is the filetype of the attachment? If .eml then Outlook or Outlook
Express should open it okay.
