No, sorry. It's a question of what kind and color of ink your printer can
use. I don't know of any source of white or light-colored ink or toner for
ordinary printers that would show up against a dark paper. There are some
specialty printers that can print with solid waxy "ink" but they're quite
expensive.
It's possible to set text in Word to have a white foreground on a dark
background, but it interprets the "white" as an area where the printer
doesn't put any ink. The assumption is that the white paper will show
through the openings. If you print such a page on colored paper, all you'll
see is dark print against a slightly darker background. Besides that, all
that background color will suck your ink cartridges dry in no time!
