How can I prevent users from utilizing specific passwords?
I.e. Pa5$w0r.dS! or c@L!f0rN1.a_ or [email protected]_<En.T3R

?

NT4 Domain and AD Environment...

Please advise...

Yea that's probably what you've got to do in this case.
I'm no passfilt guru, but I've worked with customers on them before and for
custom password rules, that's typically the road we end up going down.
