Hi I am trying to password protect my OST as I do not want to outlook to show
up all the mails which have been downloaded to my local computer when i just
open outlook.

You can, however, set Outlook to open to a non-mail folder so your mail is
not exposed while signing in - I have mine open to the Calendar, which I
share anyway so who cares what they see there?
