How can I override the current version of "DCOM"?

I am trying to reinstall Delorme Topo USA v3.0 from the program disk in
drive E:\, but the installation stops almost immediately and a dialog box
pops up with the following message " Error - A newer version of DCOM95 or
DCOM98 had been installed. To override, you must uninstall the current
version first."

I have searched everywhere in Microsoft support web sites, and in various
news groups for a solution without success.

Any and all help to resolve this issue will be greatly appreciated..

P.S Delorme does not address this problem at their support sites.

it appears you need version 4 with xp.
