I have been trying to move parts in my Windows folder to another drive
location to free up disk space. I have tried making shortcuts so the system
will find them, but have failed. How can I accomplish this task? Which log
files can I delete with safety? Which ones need to remain?

You cannot do this with much success. The whole windows tree of
subdirectories and folders expects to reside on the same partition.
Applications may be installed in another partition (maybe). Some don't work
properly, due to sloppy coding, or the install package still leaves part of
the application in the windows directory(subdirs) and program files
directory(subdirs).
