Have you tried Insert/Picture/Clip Art ?

You can insert a picture onto a worksheet, and position it over a cell,
but it can't be inserted into a cell.

Another option is to place the picture into a cell's comment. It will
appear when the user points to the cell. There are instructions here:

You can take a picture of the cell. With it selected hold Shift as you
click Edit. Copy picture. Now you can paste it anywhere, and change its
size and other things, pretty much as with any other graphic.
