How can I make a graph that looks like a speedometer?

I would like to display progress using a speedometer or fuel gage-like chart.
For instance, if our operating rooms have capacity for 20 cases and we have
16 scheduled, the "empty" would be ) and the "Full" would be 20 and the arrow
would be on 16.

To clarify, as I didn't notice I was posting in the Powerpoint NG.

The examples are for charts created in Excel.
MSGraph will not let you combine donut and xy-scatter, so whilst you can
draw the dial you can not create the needle.

You could build a non curved dial using a stacked bar on the primary
axis and a clustered bar on the secondary axis. Let me know if you need
more details on this.
