You need to back up all your data files, then perform
a clean installation of WinXP. To do so, tell your BIOS
to use the CD drive as its first boot device, then boot
the machine with your English WinXP CD.

The only way is to purchase an English language version of XP and install it
clean. You can't convert one language version to another. Besides with a
used computer it's always best to format the drive and install clean. You
don't want to inherit all the software problems from the old setup, not to
mention issues of child porn, etc.

Here is a link for how to do a clean install.

You cannot upgrade or convert from one language version of the OS to
another, so you'll have to purchase and use the full version of WinXP
(in whatever language you want) to perform a clean installation.

Which is probably just as well. With second-hand computers, especially
if acquired from strangers but perhaps even if acquired from a family
member or friend, your wisest course of action would probably be to
format the hard drives and start fresh. You don't want to get in
trouble because the original owner may have filled the hard drive with
kiddie porn, or have problems because the original owner
downloaded/installed viruses or other malware.
