How can I get this hotfix

I'm trying to obtain the Hotfix described here
(http://support.microsoft.com/?scid=892050), but it says I need to contact
Microsoft to obtain it. I have hearing difficulties hence I am not able to
use the telephone. Email support from microsoft require £35.00 which I think
is too much.
Does any one know of any other way I can easily obtain this Hotfix?

Only by contacting Microsoft as the article states.

Surely there should be a way on emailing microsoft, without paying the
£35.00, to request a hotfix.
 
Only by calling Microsoft. However, if you specifically request the hotfix
and nothing else, you will not be charged.
