How can I get into Control Panel?

I know how to get into Control Panel, but recently I've been having problems
getting into it. Lately, when I start the computer, I click the Control Panel
button, but then my monitor freezes up. Please share with me how to
successfully get into the Control Panel without my monitor freezing.

I have XP and since the SP2 ugrade or whatever on my laptop my computer
completely freezes alot but mainly it will do it when I try to get into
control panel and I have tried EVERYTHING I know to do to repair this but
nothing works. Anybody out there have any thoughts as to why this is
happening?
