The answer depends on what version of Word you have.
In Word 2000, you have to open the header, then create a WordArt
object of the word Draft, format it (about 50% gray), and position it
behind text in the middle of the page. There's a Help topic about "Add
a printed watermark to a document" that can help.
In Word 2003, and I think also in 2002, this has been automated with a
dialog you get to by going through the menus Format > Background >
Printed Watermark. (Hint: If the watermark prints only every other
letter, uncheck the Semitransparent box in the dialog. It doesn't seem
to change the overall appearance.)
There's no need to make a special template for this. You can watermark
the initial draft, and remove the watermark when the document is
finalized.
