how can I export an excel .CSV file and still maintain formatting

I have talked with an external programmer who uses CSV files on a regular
basis about the formatting issues with this file. Excel saves a file in .csv
format and REMOVES all formatting. This is the nature of this file type. If a
csv file needs editing, he recommends opening it in Notepad instead of Excel.
Notepad is a nightmare for non-savy users. I there a way to export an excel
..CSV file and still maintain formatting like decimal places?

I have used CSV files in the past for importing data into another program
also. After I saved the file in .csv format, I could not re-open the file in
excel and still import
