How can I do - Group Policy, software restriction, track

I am helping someone to setup group policy, software restriction, user
tracking. I have very little knowledge and would really appreciate all
the help.

PEER to PEER
3 - Windows XP Pro / SP2
3 - accounts on each machine
Administrator - Built in
User1 - admin account
User2 - limited account

I want to be able to do:

Allow User 2 to
Update Norton Antivirus Updates
Update Yahoo Toolbar anti-spy
Update a customized software

Restrict User 2 to
Install any software from CD ROM or Floppy
Cannot install software from internet (aol aim, yahoo messenger)

Also is there any way to track User 2 activities on the machine
website visited
programs opened
how many pages printed
