How can I delete a message when Outlook says the message is in tr.

I've created too large a message (the attached file is too large) and I
cannot delete the message. Outlook says the file is in transmission and will
not let me open, delete, or move the message.
I have closed Outlook, shut down my computer, unhooked access to the server
so that I'm operating off line. I still cannot delete the email.

Assuming that you are working with a POP3/IMAP account, try creating a new
Personal Folders file and set that as the default delivery location. Start
Outlook and then delete the message from the old PST's Outbox. Close
Outlook and then switch back to using the old pst.
