How can I create rotating polls?

You'd need a poll script that had that functionality, and could load a
different poll from a database.

Or custom-write your own which is complicated if you're unfamiliar with
scripting and databases.
 
See my other reply..... I meant to add, this is certainly not something
Frontpage can assist you with. You'll need a poll script that supports
loading a new one at the interval you indicated, and supporting whatever
server side language/database your host allows.
