How can I create folders in another user's mailbox without sharin.

I have access and authority to another mailbox but I am unable to create
folders in the other user's mailbox. How can I create and move email
messages in another user's mailbox without all files having to be shared?

You need the permissions to create subfolders on whatever folder you need to
create subfolders for.
If you need full mailbox access, the Exchange admin can assign this to you
on the server.
