How can I create a Windows based RBL server?

I want to take advantage of the Exchange 2003 RBL (Real
Time Block List) but it requires access to a RBL server.
This is DNS based from my reading and being an ISP, I
want my clients to have this for free.

Is there a way to configure this without installing 3rd
party products?
If not, are there any 3rd party products that will allow
me to have my own RBL server and not use another companys
list?

Make arrangements with an existing RBL (MAPS, etc)
to become a secondary or download their files (ftp etc).

Use this file to update a regular DNS server in an
appropriate zone, e.g., Rbl.YourZone.com.

Point your RBL clients at this zone.

Most RBL providers do not want you to do it this way
unless you are very large (your an ISP which might
qualify) and/or you PAY MONEY.

You don't need a special kind of DNS server though.
MS DNS works find.

You could alternatively begin your own RBL list but there
are people who do this already and it's a "big job."
