I need to create a line in a specific position in a word document and I want
it to stay there when I add text above the line. The problem is that it
automatically move down with the text... appreciate the help

What do you want to happen to the other text you insert above it?
One possibility is to insert a (borderless) frame at a fixed position on the
page to contain the line. This is the approach used to format envelopes.
