How can I change the time on incoming messages?

My mom's clock within Outlook Express is off by 1 hour. I sent her a message
at 3:45 AM and when she opened it, it stated received at 2:45 AM. I've
looked all through the items in the Outlook Express Toolbar, but I can't
figure out how to change it. Her clock on her computer is set to the correct
time. Thanks to all of you that can offer an answer.

Received times are usually computed from the internet header. So as long as
your mom's computer is set for the right time and time zone, the problem is
most likely with the ISP server.

Which would led me to ask - In which time zone is her ISP located? If
she lives in one of those towns on the border between two time zones it
may be that the server is just across the way (relatively speaking) and
thus in a different time zone resulting in the server being 1 hour ahead
of her PC.
