how can i change key commands @ and "

On my keyboard, the " and @ symbols are reversed (i.e. if I hit shift+2, I
get " instead of @). There must be a way to change them over!
 
It appears you have incorrect keyboard mapping in Windows.
You have either a US keyboard mapping when you want UK or vice versa.
Check your keyboard settings in Windows Control panel > Regional and
Language Options > Languages > Details.
