How can I Change Desktop Wallpaper without having access to Control
panel & regedit?

My company's IT persons have disabled my access to control panel &
regedit....
Pls tell any solution to overcome this problem....

Contact your company's IT person. There are obviously reasons for these restrictions to be in place.

Can you right click on the desktop with nothing open and see properties?

I use a freeware image viewer. It is called IrfanView. It is very quick
and any time you use it to look at an image you have the option to use
it as wallpaper. You can download it here
