How can I apply shared borders to all pages after my borders has been made?
Some of my pages are displaying borders when previewed in the browser and some are not.

You have to open each page and enable the shared border(s).

You can apply shared borders to all pages.

Insert | Shared Border | Click All Pages | check which borders you wish to add. | click OK

You can't apply it to all page if you have manually disabled them on some pages. You have to open
the pages that have it disable and re-enable them.

Thanks Guys, Think I got a handle on this now...I kept clicking the thing on and off and previewing until it submitted to my will.

Thanks a bunch for your help. Have a great day! Tina

Format > shared borders > All Pages (as opposed to "current page").

Using the All Pages option will have no impact on pages that have shared borders disable.
