how can I add send to folder

I type in run, 'sendto', then create folder , after I right click on a file
to send it to the folder ,I find it is there but is marked to the right
''empty'' and shaded so nothing happens, does not transfer. Also tried to
drag and drop a created new folder in this 'send to' list.
How can I ceate a folder that works, exasperated terry
