How can I add HTML to Outlook?

Hi,

I am trying to hardcode HTML into an outlook email. I
have tried the following:

<HTML>
<BODY>
<b>hi!</b>
</BODY>
</HTML>

....but this doesnt work....it simply prints this as text
and NOT HTML code. I made sure that Tools->Options/Mail
Format/Compose in this format: HTML has been selected; it
still doesnt work. Any ideas on how to write HTML in an
email?
