How can I add a multiline text form in Word?

I would like to add a multi text form for address. However as a line is added
the other lines below it pushed down. How can I make this not happen?

I think that is the behaviour that most people would expect and want. What
did you want the line to do, overwrite the lines below that are now being
moved down to accommodate the new line?
