How can emails go into my inbox instead of the public folders?

Right now, I have emails being sent into our public folders "Possibly Spam"
folder when instead, I want them to go directly to my "Inbox". Is there a
way for me to have these emails sent directly to my inbox instead of the
"possible spam" public folder when I know for sure that these aren't spam? I
have added the domain name and address to my "safe sender's list" and yet,
the emails are still being sent to the public folders.

Sounds like a configuration by your admin (most likely by using a third
party tool) as this is not an Outlook option.
