FTP will break the FP SE (unless you create a subweb just for the FTP content
Have them get FP or create a custom server side ASP or PHP app as an edit interface for them

| Nobody has mentioned FTP. This may seem like an ultra-simplistic solution
| (or maybe creating a bigger problem) but is there some way I can send them
| the page in HTML and they make the changes in some simple HTML editor and
| the upload just that page using an FTP program.

| pages...?...at least there is the danger of them overwriting everything.
